Arizona Attorney General Kris Mayes says Johnny Lee Bowers and Ashley Meredith Hewitt (a.k.a. Ashley Hopkins) were indicted by a state grand jury after they reportedly submitted applications to the ESA program for dozens of children. Of the 50 applications, the AG’s office says 43 were fictitious “ghost” children.
