Albany school’s charter renewed despite mostly hiring unlicensed teachers

While the state gives a wide berth for charter schools to employ teachers instructing in subjects they are not certified to teach in, Albany Leadership last year had more than any other charter school in the Capital Region, according to state Education Department data.
