The Office of the State Comptroller announced the preliminary findings Monday as it continues a sweeping investigation into College Achieve Public Schools, a public charter school network that was the subject of a multi-pronged NJ Advance Media investigation that uncovered widespread allegations of financial and ethical abuses.
