The Twin Rivers Unified School District Board voted to move forward with revoking the charter of Highlands Community Charter and Technical Schools, concluding a months-long review tied to an ABC10 investigation and a state audit. The audit found the adult charter school received more than $180 million in taxpayer funds it was not eligible to collect and cited issues including uncredentialed teachers, unapproved campuses, and questionable spending.
